also make sure your street cred skill is up, better stuff will be available when it is. you can get a street boosting mod if you can find one to level street cred faster as you play
You need to invest on Tech for armor modding now, to either craft the mods yourself or remove them from items you farm =/
You can find crafting patterns for basic mods like Armadillo and add them to clothing where appropriate. i don't care much for this new system, but it is what it is...
