Ten out of Ten, Reach the max level in any skill achievement

I don't understand, how does this work? I reached level 20 on technical ability, shouldn't this trigger the achievement already? It's max level

It will trigger with lvl 20 in Crafting and/or Engineering.

Easiest to get this one is with INTELLIGENCE and hacking, just select a spot with a few vending machines in the town and start hacking them with the "Distract Enemies" hack.
It gives decent "Breach" EXP and you can just cycle through them all.
Got the achievement and it only took like an hour to get from level 11 to 20 like that.
Or play naturally but most likely you wont get any skill to 20 without concentrating on it.

I'll probably do that then thanks, I mean other ones like athletics are just impossible to reach level 20.

Skill is different than attribute. The attribute is Technical and the skills it governs are Engineering and Crafting.
