Best precision rifle?

There's only Power Precision and Smart Precision types anyways.
Power Precision isn't as powerful as sniper rifles or even normal rifles.

I can't really figure out Smart guns, you are suppose to 'designate' a target with a button so you can shoot anywhere else and it'll guide itself, but it seems like its just a homing shot with a very wide aim camera.

The Achilles. But then again the Widow Maker is just an iconic version of the Achilles. The Midnight Arms is the only other variant really, but it has a lower magazine size (9 and not 12) as well as worse rate of fire (provided you are not charging a tech rifle fully and have no speed up perks).

I only use it as a backup weapon for long range and shooting through walls.

Overwatch is a silenced power sniper rifle that penetrates cover like a tech rifle would. You get it as a quest reward from Panam. It does quad digit damage with body shots at it's starting 'rare' quality.

I did not upgrade it much and I did not invest in crafting points. Is it worth upgrading?

Good question. I brought it all the way up to legendary by the end, but I'm not convinced that it's necessary as it tends to decap normal enemies.
