yeah, that deal that went tits-up for Dex two years ago did involve the Animals.
and Rhino.
T-Bug and Rhino were part of his crew back then. Rhino as the hustle, she got cornered by the Animals (who were probably hired to do physical for whomever the gig kleped from, or messed with)
punched the ever-lovin outa them to get out of the corner Dex left her in. they were impressed by her holding her own without being one of them, so they offered her a place in the Pack.
T-Bug being a netrunner, i get the feeling that the VooDoo's were the ones to visit her.
this info was from an 'interview' that Rhino did outside of the game (in promo materials i think) talking about how she ended up being part of the Animals.
my personal guess is that the gig Dex messed up was for intel.
Ya know that guy on the TV/Radio who tells you to buy or sell shares? think he had some kind of informant who 2 years back, got found out. someone in Arasaka.
had intel that there was something big on the way (the Relic tech) but not exact details..
gonk must have been traced, and he ran to Pacifica to hide out ('even Cops don't go there...')
think Dex sent T-Bug and Rhino out to get the guy, but the Animals were in the area already.
think they had flatlined the guy, but Bug found the data.
something went off, Dex bricked his pants and delta'd so fast it made people's heads spin.
think the Voodoo's dropped in to 'chat' to Bug, in the 'give us the data and we let you walk, sistah...' kind of way.
(that the data was talking about some new tech that everyone would want, something to do with personality constructs..nothing super specific, but enough that Brigitte got interested, knowin that Mikoshi existed, she'd put 2 and 2 together and realise if this tech was true, they could maybe smuggle a copy of Silverhand out, to use to attract Alt)
The VDBs didnt warn him. They told him to stop asking stupid questions about her.
"Put the word out I was lookin' for any kinda intel... some brothers from pacifica got back to me. Told me to stop lookin', end of convo"
Why did the VDBs told him to stop asking questions? Well, if you ask me, its because the VDBs knew exactly what Evelyn was doing. The knew that 'she's to smart for her own good', they knew she started to ask questions about the relic. So why didn't they kill her like the always do with the ranjon?
Because the kill the ranjon once its job is done. They did the same with Evelyn. Fried her brain AFTER the Heist. They could have done it any time.
They obviously also knew what Dex was doing, if not before then definetly after he started asking around for Evelyn.
I'm pretty sure T-Bug worked for the VDBs. It was her who brought in Dex (Evelyn certainly didnt contact a retired ex-fixer from outa town). It was Bug who brought in V and Jacky. It was Bug who told Dex to buy the Flathead before ever meeting with Ev and doing 'the Information'.
Why did Bug told Dex to buy the Flathead from Maelstrom with his own money?
Bug knew they're gonna need it even before checking on Evelyns BD. She had already analyzed it. The VDBs gave her a copy to plan the heist. She also knew Evelyn was just a doll playing a corpo, completly broke, and couldnt possibly afford to pay for the flathead.
if the VDB's had a copy of Evelyn's BD, they wouldn't have let her live long enough to plan the heist tho.
i think Evelyn had not given them the recording yet.
The VDBs needed someone to do the heist. They have good netrunners, but they need someone to go in there and pick it up.
Who are they gonna send? Placide? Can you imagine him walking through the front door of Konpeki plaza?
And they cant just hire someone. Noone wants to do business with them, not a fixer, not a merc.
Evelyn trying to steal the relic herself was the best thing that could happen for them. They just need to lean back, relax, tell T-Bug to keep an eye on it and hire Dex... and once the job is done they kill Evelyn, take the relic from her, extract whatever silverhandy they need from it, place the relic back at her body and call arasaka.
Saka's gonne retrive the relic, take a breath of relive (dont have to nuke NightCity after all) finds a dead doll with connections to Jorinobu, two clueless mers who know nothing and a whinig Dex who will swear that he had no idea who she was.
Couldnt come any better for them.
It had to be someone who could get into the building without recognition and, using an infiltration on two fronts at the same time, get into the penthouse. Evelyn couldn't pull that off on her own.
The VDB wanted Parker herself to steal the relic, and take it directly to them. Her hiring a crew to do it was already off script making them aware they have been had. This is why the VDBs were mad at Parker she altered the job's timeline for her own safety then the job went belly up. Parker added days to the time table long enough for Saburo Arasaka to arrive. T-Bug then added hours to the already delayed time table which put V, and Jackie in the room when Yorinobu killed Saburo. This is all discussed in "blink and you miss it" moments as CD:PR wants the player to feel guilty for The Heist.
Knowing the full context Dex sending out loose feelers for something like this was comically if not irredeemably stupid. The VDBs were telling Dex that job, and Parker in general weren't his concern while thinking "Oh ♥♥♥♥ she went off script" however they couldn't do anything until the lock down lifted.

But Evelyn didnt knew that.
They hired Evelyn to scout the storage location of the relic. Really, Brigitte couldnt be more clear about this:
'Biochip? Where you hear this?
That is not of interest to you.
You spin the virtu, you come back here, we give you the eddies.
That is your ONE job' (capitalization not added by me)
They hired her to check on the relic, her ONE job, but they knew she was 'too smart for her own good'..
They knew, or at least hoped, she would try to steal it herself.
That was the plan, because they needed someone to go in there, and they needed someone to hire a team (noone is willing to work for the VDBs) and they needed someone to take the blame for it (they knew Arasaka will look for it. And by 'look for it' I mean: Send an aircraft carrier with nuclear weapons to vaporize the entire city if they cant retrieve it).
Of course they knew that Evelyn would never been able to organize an operation of this scale on her own. And thats where T-Bug comes in and bring Dex, Jacky and V with her.
Whoops. Yup that is it. It also a core reason why Dex specifically had to come in. Every fixer including the stupid ones knew something was wrong with The Heist. Seriously some nobody Hooker all of a sudden has intel about what/how a core Arasaka member is hiding prototype tech. Dex was the only one of high enough level that didn't care.
Quite the opposite actually. A fixer is an information based job. If they where on friendly terms, and they said "this doesn't concern you" that is the kind of job that should say "nearly everything is my concern" in response. Think about it a fixer needs to know friendly operations in order to avoid creating jobs that would interfere with them. No for a fixer to drop something upon request they are ether grossly incompetent, just shat their pants, or both.
My assumption is Dex is personally held accountable for Animals having a presence in Pacifica the VDB's home turf. My question is if he was working with the Animals, working against them, or they just took advantage of some goof he did?

he wasn't working with the Animals. his crew (which was just T-Bug and Rhino) stepped on their toes.
Rhino punched her way out of the corner he left her in, when he delta'd the f*ck out of there at warp nine on realising he'd f*cked up.
Bug, we are not sure.... theory for some of us is that she got a little visit from her friendly neighbourhood VDB's who gave her a couple choices.
now, considering anyone not born and raised in Pacifica gets short shift...i think mabe Bug was from there.
maybe she made it out by being a reliable (but basic) runner... but if she came from Pacifica to start out with, she would have been given a little more courtesy than the rest of us 'ranyon's' lol
as i've said before, think it was data that Dex and co were after.
someone who was gonk enough to run to pacifica to hide, thinking whoever (my guess being Arasaka) they were running from, wouldn't be able to get them from there.
not realising that gangs and factions hire out or across.
after all, Animals will take any job so long as they get paid, get to smash sh*t up or free gym equipment (lol)
roughousing with the locals is a bonus.
just because in 2077 Pacifica has Animals, Scavs (they are everywhere), VDB's and the ocasional Maelstrom (Delamain quest) or Barghast does not mean that other gangs will stay out.
pre 2.0, there are Afterlife afilliated merc's there in at least one spot. think they are still there but i have not gone in and sneaked or spanked em yet XD to check tho.
so 2 years ago, Tygers, Valentino's or even 6th Street might have been paid to go in there and done so. if Arasaka didn't want to be spotted sending their Tygers in there, Animals are perfect. they go anywhere for work after all.
find the gonk who stole/tried to leak sensitive data, smack him about...make sure he never does it again.

myself i think it was some insider deets about the upcomming Relic. nothing groundbreaking but info enough that a smart cookie like Brigitte would put two and two together and be on the look out for it 2 years later.
and i thing Bug was the one that set her on the path because that was the data she had, and giving it to Brigitte was the price of going *free* of them.
tho i doubt she was trully *free* of them. that particular group of VDB's are more paranoid than a Paranoia Troubleshooter on their last clone XD. so they probably put a simple track-and-trace on her to watch what she was getting up to.
sure, if she was the hotshot people think she was, she'd have noticed it maybe. unless she was not 'let go' but rather 'hired' on a more longterm basis (ie, they told her she could go, but she would now be 'one of their eyes and ears in da city')
