Living as a Nomad with no selling your soul to any corpo, no taking orders from any local bums trying to boss around? Standing up for the family, relying only on yourself and living the life of freedom? I'd say that beats NC any day, every day.
Panam has little to do with these two lifestyles, tbh. If one chooses to live free - it's not because of her or for her. It's because to live free. And if she wants to be along for the ride - that's cool. But if she doesn't - oh well, moving on.
It's for V to live the life of rolling in the dirt and scavenging OR turn it into something where he's in control, build up his stronghold and only sky is the limit. Idk why V should be a beat-up bum in that story. He could achieve pretty much anything. Maybe start a new clan or even a nation. Why the heck not?
Panam has nothing to do with that he does in that story. It's his decisions to make. Weak-willed, lazy and crappy so that only living off-scraps is the best he can do? Then that type of person wouldn't become a legend in NC either. It's not about what surrounds the character, it's what's inside the character. V that can become NC legend would become a force not to be trifled with in badlands just as much, create his clan and build his everything there.
Thats not how this works, you become a legend and when you leave with nomads people still see oyu as legend.
Thats why rogue asks for not coming back to the afterlife because if they see you as NPC they will question the Legend status.
Especially if people fear that nomads can enter a mega city ♥♥♥♥ with a mega corps and leave as they choose... thats honestly pretty terrifying for anyone with power and equally terrifying for people without power.
I got the impression that V was doing the Casino job more because Mr Blue Eyes was promising some way to stop V's death. From the impression of the rest of that ending, V is already a legend because they assaulted Arasaka tower, and killed Smasher, something not even Blackhand could do.
