I'm trying to remember the two times I saved him and what happens. I don't recall when "Better buckle up!" seems appropriate unless it's a reference to another story (like CP'77 needing a Dreamgun in it as a reference to broV's VA who is one of the founders of the Irish comedy team, Dreamgun).
I've never got that conversation. I've heard that it exists, but i've never been able to talk to the old man and get this convo.
But maybe that's because i've always just joined Goro for the ridealong in his mystery van.
Yes, after first meeting with the fixer lady with him, tell him you'll meet later (instead of going with him) and walk away a bit, and Goro remains there, apparently talking to the old man by the door. If you approach them, the conversation where the old man recognizes Goro from TV will start, where he eventually gets Goro to do his old catchphrase from the show (better buckle up!).

Well, it's not that easy a convo to get, as people mention. But it's a fantastic meta-joke by the devs, IMO. Takemura is voiced by Rome Kanada, an actual Japanese comedian and game-show host. Having Goro being mistaken for an in-world comedian is just too rich. And the joke continues in Phantom Liberty (IYKYK).
It's worth replaying just to get that scene! And yes, you need to head there on your own. The tone and expression is one of the great moments in the game.

You just have to walk instead of jog, and let him get there before you do.
You can even get another hit about rehab, I think, if you talked to the real Hideshi Hino at Hansen's party.
That is interesting! And now that you mention it, I remember meeting someone that V thought looked familiar. So that was the guy that the old man meant?
Pieces are starting to fall into place now lol. I've misunderstood this thing. I first thought that Takemura had actually been a comedian or actor before becoming a bodyguard, but when I think about how he's telling V about how he grew up and and such to earn his position (when they're on that recon trip together), that is not the case, of course...
I must remember this for the next time. So you can do the Phantom Liberty missions all the way to the party before moving on with the Takemura quest chain, when he's waiting by the old man?
You just need to have done chapter 1 (the heist) then...
Met Takamura at Tom's Diner. Called Judy/met her at Lizzie's. Rescued Evelyn. Viewed the BD of her meeting Mamon Brigitte. Called Mr Hands about meeting the Voodoo boys. Gone to the church in Pacifica. Done the job for Placide. Gone to the crypt with Brigitte. Met Alt. Left the church after meeting Alt.
At that point, you get a call from Songbird.
It's up to you if you then head to the front gate of Dogtown to start the expansion.
You can do the entirety of the expansion in one go, or use the two or three 'wait a couple of days for...' points to jump back out and do other quests.
The overhaul of 2.0+ was designed with you doing this in mind, designed with those who just wanted to start the expansion, play that then take the new ending, as something that was likely (I think)
NPC's even have reactions to stuff you do inside the expansion.
(Like Rogue reacting to V telling her 'if I can handle MaxTac, one little KangTao AV is going to be a piece of cake' or words to that effect lol. Saw that on YouTube and it's priceless.)
There are loads of permutations, for those with a high tolerance for replaying (like me lol)
And a few side quests in Dogtown that you can get other options if you finished other quests already.
(the Lina Melina quest is one. Extra option if you finished Kerry's quest with Us Cracks in a favourable way)
