Question about Hanako tower [point of no return]
just wanna know if i can return to the world if i beat final mission with
1) game state count as i finished hanako story line and let me roam the city
2) i go back to a state when i havent finish hanako tower and it still is in my journal to complete

example within;
let say i level up to 38 doing the quest, will i be level 38 when the quest is done and let me roam the city with all my remaining side quests or will i be 37 again? (let say i was 37 before entering)

You will return as a level 37. There are some items you might retain upon completing various endings.
There are bonus items to acquire after completing the main story, but the game resets back to the point of no return otherwise.

So return back to previous state of game + added some rewards?

Will game force you to load a older save after beating it or will it just spawn you outside the tower/in your aparment after beating it?

It will spawn you overlooking a park about 50-or-so meters away from the Embers restaurant. The Point-of-No-Return is its own special "save" and will increment the more endings you complete.

The rewards are dependent on the ending choice(s) you make. One particular ending has no reward.

I get different answers everywhere I ask so I dont know what to believe anymore.

Discord says you return to your last save and the quest will be in "uncompleted" state.

Steam (here) I will return to my previous level/xp/state and reset to the game state I was in before starting the mission.

Reddit says the ending has different outcomes depending in what state in the game you do the tower, but there is no point on continue playing the game after you have done the tower.

My friend says you your progress in the tower "saves" and you get to keep it along with you including any items/gear rewards you get in there, and the quest after you done it once become a 'Repeatable' quest (but it saves your data each time you done it) for farming multiple items (I guess)

I dont know which to believe, I guess I will follow reddit advice and only do it "once I had enough of the game" and no intent on continue playing it after.
So... I think there's a reason for your confusion:
There are two Point-of-no-returns. One is the mission Nocturne OP55n1 where you meet Hanako at Embers. This is the mission that starts the third act of the main story. This allows you to choose six of the seven endings. Every ending played from this point will put you back at the park.

The other is the "Tower Ending" and is achieved by completing one of the story paths in Phantom Liberty.

These two statements agree with each other and are correct except for the small addition that you receive access to certain gear depending on the ending you complete (which also includes no gear, which comes from two endings).

I don't know what I can say to the Reddit example because it's such a broad statement.

As far as what your friends says: the actual Tower ending gives you nothing (except, maybe, feelings). The other endings give you only a specific set of items to keep: certain Iconic weapons and an access card -again, depending on the ending you choose. 99% of what you pickup or dismantle during the third act does not follow you once you've completed an ending. Once you've completed one ending, you can hop back in and play the next one and acquire the next set of iconic gear.

Do keep in mind, when reading things about the endings, meeting Hanako at Embers and the Tower are two very different endings.

I didn't even know this- That there were 2 endings, or rather 2 endings locations.
I knew the one ending has multiple endings, up to 6 possible more.

However, my friend knows I dont have phantom dlc so for me it would only be 1 ending location, I am standing outside the Hanako building which I call tower because it looks tall, and this is where Im at.

One thing that doesnt make sense tho is, you say discord and steam statements are the same, and you also said those statements imply to the hanako building ending, and my friend knows I dont have phantom dlc so I would assume when they spoke about ending it would be for hanako building ending.
However, what you said, the other endings (i will assume you mean hanako building) you mention it gives a completion items based on the ending, iconic weapons, and a access card, I will assume the access card is the "repeatable" quest item for doing the tower again, but what clutches it all is you say you return to your last save point and keeping nothing you get in there so it means even if i get a card, a iconic weapon, any other rewards I will still load from my old save and thus lose all items I get and keep nothing which make all stuff useless i get in there because I can keep nothing if i desire to keep on playing which would be from my last save which in turn the only favor of doing the tower is when you want to end the game which leads me to the reddit post was the right choice, to play the ending when you are done with the game because no point on continue to play after. (you lose everything anyway after)

The Short: the best way is to just hop in there and see what happens.

The Long:
Here's a simplified diagram (vanilla CP2077):
1. V meets with Hanako. Point-of-no-return save 1.
2. V is presented with three ending options A, B, C.
3. Player chooses C, completes C.
4. Game offers you to play "one more gig" or go to Main Menu.
5. Game spits V out at the moment before V meets with Hanako but with certain new gear retained from C.
6. V meets with Hanako. Point-of-no-return save 2.
7. V is presented with three ending options etc... ad infinitum.

The story has an ending but the game does not. The story will always return you to the Point-of-no-return unless you choose to exit to the main menu.

One more thing, regarding saves: Technically, it does not spawn you from your last save (you can continue to create saves while playing the third act). It creates a new, unique Point-of-no-return save. When your friend or someone you read on the Internet says it puts you back to your last save, they mean "the last Point-of-no-return save".

OP -- Make a manual save before going into Embers. If what happens after the Point Of No return doesn't please you, return to the manual save and try something different, However completing the Hanako-at-Embers Act 3 does pretty much the same thing...you carry on through an ending, and get sent back to the moment before entering Embers, except you'll have a few rewards for doing so. Don't overthink it.
