Odd thing. I met Takemura (after having parked him for almost as long as I possibly could as I kind of hate the guy) by the construction site across from the Arasaka Industrial Park and he just said "Very good timing" and then drove off, completely skipping the whole thing with observing the Industrial Park from the tower and the cat and stuff.
I've never had that happen before. And it doesn't exactly make it easier to see him as anything else than an Arasaka Borg drone.

Is it dependent on time of day or something? I think this is the first time I've ever met him there during the day.

You don't do that recon mission with Takemura unless you choose the proper dialogue option in the market where you meet him to test the takeover soft he provides and then sit down to eat.

Maybe I'm misremembering, but I think I usually let him do it alone and then he still explains what he found out up on the tower and there's that whole bit where he tells you about his past and starts to seem a bit more human and the bit with the cat.

The wiki doesn't have a very detailed description of the mission. I'll see if I can find a better one.

Edit: No, apparently I did misremember it. And it's too late to go back to an earlier save; way too much has happened. hm.
