The Tower means that disaster is either about to strike or has already struck. For V, that comes in the form of the destruction of their dream, they're unlikely to ever become a lasting living legend because they can't compete without cyberware, as well as because of the 2 year coma, most of their friends have forgotten about them and don't want anything to do with them anymore. Their old life is completely destroyed and the only solace is that they have a chance to start over, as a regular person that would be swatted away like an insect by people that are nowhere near as much of a threat as someone like Smasher.
