Though depending on what options you picked when doing the Phantom Liberty quest line it can offer up a new ending option for the quest (called "Nocturne Op55N1") that does in fact end the game.
The game is not subtle about letting you know when you reach this game ending quest.
read someone's comment that Panam could have gone looking for V and ended up killed doing so and Mitch was just sparing V the truth. it does sound like Panam would do but then again so is cutting ties with V after sudden ghosting for 2 years.
I think phantom liberty has the worse ending for V which goes back to what Dex asked us if we wanted a quiet life or blaze of glory.
My take was that Panam committed suicide honestly and Mitch was covering that up. Just the way Mitch was shifty in that situation is the way I would act if I was doing the same.
She still flips out even if V is just friends with her.
