How many times do I have to kill Ross Ulmer

Boss fights are usually once...i killed him once so far

Why do you think you should kill him many times? Even the place where he was is later reoccupied by the enemy he is not there then

When I first entered the area where the relic point is he is leaning against some crates. I I hit him in the head with a sniper shot from stealth. He went down, even showed a collectible. As I moved toward him, he popped out of a tunnel door with a heavy machine gun. I took him out with synapses burn, Assault rifle, and the two ceiling turrets in friendly mode. I looted his corpse, cleaned out the warehouse, got the relic point and continued down the tunnel where he appeared the second death. As I neared the end, he came through a door in full mech warrior armor. I was able to get him from a distance with sniper rifle and short circuit. After looting this body and clearing out the room I popped out in Pacifica. I am now expecting Ross to be on my motorcycle when I summon it to ride over to another gig.

Hmmm... I never looked who I really killed along the crates in that 'pump room'. They were just cannon fodder to me. I only remembered the guy in mech suit later is called Ross Ulmer.

Could be some bug in the mission coding

This is a two phase boss fight. In the first phase you fight him just like you fight other enemies by shooting him but then he hacks you and starts your system new, you fall to the ground and are just stunned for few seconds and have suffered effects of a flash bang. In the tunnels he comes out of the door with a mech warrior armor as you described. After killing him he stays dead. Have to be a bug. Maybe you killed him too fast for the game? After his death he stays dead, dont worry

You may be right about first time. Stunned me. Second time was armor and heavy machine gun. I actually looted the body. The third time was the mech warrior powered armor with some kind of cannon that shot square energy pulses. Also, He does not appear to be dead inn the mech warrior armor.
