Save Takemura or not?
Does saving him or letting him die give different endings?
Does it affect what steam achievement you get when you complete the game?

No choices in this game have any consequences for anything that happens later. Well outside that 1 random answer with Johnny unlocking an entire ending.

Depending on the endgame you choose, Takemura will be present to help you, or not, depending whether you save him...or not. I don't think it makes any changes to achievements. Keeping Oda alive may make a minor difference as well...

I didn't save Takemura originally and got the Devil ending without the achievement. Apparently Takemura has to be alive to get the devil achievement.

Oda being alive only affects what Smasher says to V while fighting.
He calls you weak and pathetic for letting Oda live.

Yes, far as I know, Goro has to be alive to get the 'devil' achievement, when you sided with Arasaka. He will be there to talk to V about their 'options' instead of Hellman then, and gives some interesting differences with dialogue.

If he is alive when you chose other endings, he will have a voice holo message for V in the credits.
Any ending where you went with Alt, he will call you to curse you, insinuating he is going to ritually self delete due to shame.
If you chose the Tower ending from the expansion tho, he calls to say he tried to do the devil ending himself, alone.... And failed spectacularly. Hanako is dead and he is in hiding (tho how he knows you are back after two years of going dark is a mystery to me lol. He must still have friends in high places)

Maybe this is the place to ask.

I know its POSSIBLE to save Goro, but I never have been able to and have never even seen how such a thing is achieved.

If you have double jump legs you can just jump up from where you crashed at.

If not, you have to find your way back upstairs.
You know you are going the right way when Johnny starts commenting about it, 'what the hell you doing?!' kinda things.
It's hard in the dark, but if you sneak you can clear the way up, the squad won't respawn I think, untill you get to the room. Then they will respawn on your way out lol..

Just quick save, scout about then reload if you are in harder modes where they pin you down.
If you can get to the stairwell you should get another comment from Johnny. So long as it's a dark stairwell not a white one (white area is the exit)
