2. No. PL has 4 endings, 2 of them end the game, the other 2 leave you on a bench having a conversation with Johnny, after which you can continue playing.
You'd still get sent back to Embers if you're completing the main story.
2. The DLC content and story is separate from the main game, mostly. You can do it whenever you want (after first doing specific 'mandatory' missions in the main game), and the main game's storyline will continue after. You don't get 'put back' after Phantom Liberty's main story, simply continue playing.

2. What i mean is that after the "things have changed" the final mission of phantom liberty can you still keep playing like is the main game final quest still there are all my items still there
The 'junk item' that allowed you to equip his ghostly cyberarm was removed a long time ago.
It was never actually meant to be a thing.
You might be able to use mods to recreate it, but I don't think I've seen it at nexus.
2. Afaik if you chose the ending known as 'the Tower' it's the only one that won't offer a 'just one more gig' option after it's ending is played out.
(That is, to send you back to the 'point of no return' save outside of Embers, to let you keep playing while giving you whatever items you were gifted for completing that ending)
If you've completed one of the 2 endings that let you continue in your current playthrough, you'll get an extra option at the end of Nocturne Op55N1, which just ends up being one of PL's endings that send you back to the menu.
The reward is being able to call reed during the arasaka tower assault right? So if we do the 2 endings that end the game do our save gets deleted do we have to start a new one?
That is the extra option, yes. Your saves don't get deleted (don't rely on autosaves), so you can just reload and make a different choice.
Also another question, when we do the main game ending we get teleported back to Nocturne Op55n1 right where we can do another ending, does phantom liberty do that? When we complete a phantom liberty ending do we have to go back to a previous save to do another ending or will the game still have the phantom liberty mission available?
The 2 endings that end the game kick you back to the main menu after the credits. As far as they are concerned, the game is over at that point. The game doesn't prevent you from loading your saves though.
The other 2 endings don't kick you back to the main menu after the credits. Instead, you end up on a bench in Night City and have a talk with Johnny about what just happened, then you get up and continue playing. Phantom Liberty's main story is over, but the game itself is not.
None of PL's endings send you back to a checkpoint like 77's story does after most of it's endings, so you'll have to reload an earlier save. You'll want to keep a save at the start of, or before, the Firestarter quest.
Also whats the best ending for rewards? Help songbird or Help reed? Do we get those blackwall hacks if we complete phantom liberty?

Best rewards are somewhat subjective. You'll get a bunch of things towards the end either way. Side with Songbird and you get Reed's gun, Songbird's cyberware, and some lore items. Side with Reed and you get Hansen's knife, the chance to make a special item, and either $30000 and a medal, $5000, or no money.
To get the Blackwall hack, you'll have to side with Reed. During the Somewhat Damaged mission, you may find the blueprints for 2 special items. You'll have to search for them.
One is a cyberdeck with the hack, and the other is a Power submachine gun. You can only have one of them at a time though, as they both require the same unique item.

The items are the ones you make from the blueprints in Somewhat Damaged.
