From my understanding (and lets be clear, I zone out during peoples justifications for doing what they do). Songbird gave Arasaka his location as part as some GOVERNMENT (NUSA, MILTECH) decision. Not because she chose too.
That's what Reed is all about by the way, that's his choice, his rules. Everything for the Cause. And good for him.
So NUSA/MILTECH held up their part of the deal. Reed managed to live through their attack and get away. That's on Arasaka. They either assumed him dead or didn't care to pursue him (probley didn't meet a cost benefit criteria.)
