Main story to President Myers mission

I played CP at launch (when it had more bugs than Starship troopers), and now I started a fresh new playthrough, also purchased the Phantom liberty DLC. As i was proceeding through the Main story I had an encounter with Placid at Pacifica and the net runners etc. Moving along i was contacted by songbird and well i kept on mission. Now my first playthrough did not have this mission to save the president at dog town, is this part of the main story or did i start the Phantom Liberty DLC ?? Are they connected in a way ?
I cant find any vendors either to sell looted gear.

Have i gone off track from the main story ??

I also think there's a time limit to do the "Dog Eat Dog" quest. Take too long and Myers will die offscreen, and Songbird will refuse to talk to you. I'm not sure when exactly it kicks in, though. I think it probably kicks in once you start the quest.

Most important is not deny Songbird request, NOT say - ok, but later, game take that as mission denaid.
As I accept, I play yet enough long time, cant say exactly how much time, and only then go to meet Songbird near Dogtown main entrence.

The trigger is getting to the top of the building area and seeing the cut scene.
"CD Project Red Presents.... Phantom Liberty"
Anything after that, you gotta do, gotta run in the right direction, can't run too far off course.
Once a certain grumpy PotNUsa is safe, you can go do 'stuff'

You can agree to meet with her, then just....stay away from the front gate area.
Far as I know (and I've talked with a couple folks here who did just this) you can do nearly everything else in the game (outside of Dogtown) and then go meet herl and it will be fine.

There are a couple of 'breaks' where you have wait periods that you can do other stuff while waiting for important people to call you. Same as with the main storyline.
And you can dash about doing other things between most of the missions.
The point you have to stop doing other stuff and get into the final stretch is when you are asked to hyjack a specific car (not steal. But hyjack)
Once you start that part, you need to see it thru in one go I think.
And make a quick save before choosing sides, if you want to see both choices.
