V smoking casually in phantom liberty?
base game establishes V doesn't smoke and the eventual point where they can do is a turning point.

phantom liberty has v light up randomly

what's up?

It's because V is slowly becoming Johnny. If you do the mission to find Evelyn, Johnny will ask you to smoke and you have the option to say no but if you do the mission to track down Hellman first, then V will automatically be smoking after the Evelyn mission.

This. It happens throughout the main story even if your V doesn't initially smoke, or even drink (in some cases you can say this at the beginning too).

I noticed this too. I've done multiple playthroughs, and never partake. Since 2.0 and PL dropped, there have been several times when my V will smoke, even though I never made that choice. Could be intentional. Could be a bug. Either way, ack.

its a subtle character change to reinforce that you are slowly becoming more like johnny and his consciousness is slowly becoming more dominant over V's

theres dialogue between you and johnny in the game that throws this subtle changed front and centre and has you choose to have a smoke for johnny.
this quest aside the game makes the transition happen anyway as an indicator that V is slowly losing himself/herself

its also why in the beginning of the game they put in the effort to have characters like Jackie comment about you refusing to drink ect. this is done so the change in V's behavioural changes become more apparent and reinforces whats going on in the story.

When does V smoke casually? I may have missed it during the DLC.

I know that during the main game, you have opportunities to have V smoke or not smoke. In one of the apartments, there's an ashtray you can interact with that lets you sit there and smoke a cigarette, flicking its ashes into the tray. When Johnny demands smokes during your first run-in, you also have the option of telling him that you're all out, instead of saying you don't smoke. Which would imply that your V might be a smoker. When I played a non-smoking V, I just resisted any opportunity to smoke, even the one where you end up with a cigarette in your hand.
