But there's an even better way... Don't pay Reno...just put her down with a non-lethal Quickhack. Or kill her if you feel nasty. Open her laptop and read the info there...it's everything you need to recover the spellbook and more. Take the book back to Nyx and let him pay you...argue for the bonus if you want. Pure Profit!

Yeah, Stefan definitely did the same as well.
What I've noticed is that costs and level are correlated, but income and level are not. So as you level up quest & apartment costs go up, but rewards & refunds do not.
At level 50 (base game, no Phantom Liberty) apartments cost something like:
- Northside: 10,000
- Japantown: 30,000
- Glen: 80,000
- City Center: 110,000
I don't think cars are affected though.
