Automatic Love Cloud bar always closed

I am stuck on the Cloud bar part of this mission, bar always say closed, even in the evening. Any tips to get past this?

If you weren't in the Clouds already there is the mission marker leading to a waiting point which you have to use in order to advance the time to be able to enter the mission area.

The game has several of those waiting points and they always work the same. (one has to use them, not the advance-time-feature)

Yeah, it ended up resetting and told me to go sit on the bench and wait again.
