It's controlled by the ESA rather than the big corps (in whatever form) - corpo V's introduction touches on how the politics of that can get when Arasaka get caught doing things they're not supposed to be doing on the moon. There's a bit of an old original Bladerunner vibe to how Orbital Air advertises going into space, you can see it on one of the new loading screens, where they're selling it as a place of freedom and escape.
