Maybe, Mitch never did say if they/Panam were all right. Also the hurt is so bad not to call her but she didn't block you....also could be just bad writing.

They did get her.
She has new lines about Dogtown and the President if you go back to her after doing the expansion (but before any endings)

Considering her reckless nature, she probably stuck her neck out too far on one of her missions with the clan.

It's poor writing I think. They didn't want to undermine the Star ending so they lazily came up with some forced nonsense. It's very out of character for Panam to refuse to talk to V when she knew about the relic. No way I believe that she'd hold a grudge when V had no control over it. They should have just said that she got kidnapped by Wraiths or something. Unless she really did and Mitch is hiding the truth...
