Can't tell you how many quests are involved off the top of my head but basically you should only due blue markers up until the heist
That's still more than enough to outlevel the difficulty progression during the heist, and if you need to farm money just grind the random Tiger Claws and Scavengers who always spawn at the same spots
It's only really important to grind enough so that the difficulty gets to "moderate" in order to avoid having to deal with the stupid level difference modifiers
Another great design inherited from Witcher 3, hard+ means level difference, which means they get to one tap you and you deal reduced damage for no other reason than artificial modifiers
Come back to the same enemies, with the same gear and stats, but with a higher level and suddenly the difficulty is gone
Doesn't even mean it's so much harder, even on very hard, just means you stop getting one shot for no other reason than level difference
