Best Ending for Clouds following Judy Mission?

So I did Judy's Personal Mission for Clouds and I wasn't happy with the end result that became apparent about 5-10 hours later. Basically I offed all the Tyger Bosses and incapacitated our Co-Conspirator Maiko. The Clouds then fell under Doll management. Later, during Judy's personal mission to go diving we hear that the Tyger Claw (as expected) retaliated and killed Tom (one of our co-conspirators) causing Roxanne to flee and Clouds to be shut down.

Gotta be honest, when I initially agreed to help Judy I assumed the Mox would step in and offer protection. The fact that this wasn't on the table seems very shortsighted to me.

I'm not interested in romancing Judy (can't I'm playing male V) so I was wondering if there was less drama if we let Maiko take over and refuse her eddies? Has anyone seen the end result of such?

Yes. Judy is mad at you at first, but if you did not accept payment from Maiko after you helped her to claim her stakes, Judy forgives you and even admits that it was probably for the best. During her last character mission, she will, however, tell you that basically nothing has changed, which is little wonder because, after all, Maiko was already the de facto head of clouds.

So all that changes from Judy's mission is that Maiko gets a promotion if you agree to help Maiko. Doing it Judy's way gets Tom killed and all the Dolls basically lose their jobs because Clouds gets shut down, but also has the effect of killing off 3 Tyger Claw bosses and shutting down a source of revenue for the group.

I might still redo it and agree to Maiko's plan (despite how little I like her) because it certainly makes Judy's later mission far less depressing knowing she isn't carrying Tom's death on her mind.
