Step 1: Install Cyber Engine Tweaks mod from Nexusmods
Step 2: Use console commands that are enabled by Cyber Engine Tweaks.
Step 3: Copy and paste Game.AddToInventory("Items.mq007_skippy", 1)
into console command to spawn skippy into your inventory. My spreadsheet also shows another Skippy gun as: Game.AddToInventory("Items.Preset_Yukimura_Skippy", 1)
Step 4: Alter Skippy with commands to get him where you want:

Yup, with a new cyberpunk on the new engine after Witcher 4. It's the obvious thing to do given how useless they have been with debugging and adding features to the Red engine for this game.
