It didn't hurt to say it! At least the team knows they should think about some new quests or even new DLC.
i'd say they want to do the 'new thing' version and probably only a few of the dev's still like this 'old thing' now.
they have a 'shiny new thing' engine to make the new game on, so... yeah, they are done with this.
having said that, there are a few quest mods out there, some already being worked on.
there is the two based around the hidden gems items (one for the base game and another that adds the expansion ones)
there is 3 iirc that add some minor quests that are about Jackie, Judy and panam (one each, as a proof of concept)
and someone is working on a mod with quests for the Songbird folks who were sad they couldn't romance her. (barebones right now, but the maker plans to add more)
you can get a job driving a cab.
you can be a delivery V and pick up parcels from drop points and deliver them to other drop points.
you can add a mod that lets you join oneof the gangs/factions and have fun with that.
mods are the way to go i'm afraid.
