I believe that should be enabled by the game developers.
But don't worrry. We get all the mods re-released as DLC by CDPR later. ;)

As for the OP, not gonna happen. The problem with adding Workshop support is that any content added there would only be avalible to Steam users, and potentially create a split in the modding community.
Considdering that CDPR also owns GOG, a rival digital distribution platform to Steam, i don't think they will be tripping over themselves to give Steam that kind of exclusive support. I woulden't hold my breath for it.
Maybe it's time to own your own PC, instead of renting one over the wires?
