It could be remnants of a planned mission like oldeschool mentions, but I've no idea.
There are a lot of these in the game. Easter eggs and other seemingly random things, often containing a shard with some information.
There is a mod that lets you find all these 'hidden gems' by masking them as 'mini-gigs'. I highly recommend it:
