Yes. It simply takes place before the main game's Point of No Return.

Finishing the main story ends the game. But, if you re-load the save, you'll be returned to just before committing to the 'final mission', and can go do other things. Like try a different ending path, or doing Phantom Liberty.
There is no post-game play. When you reach an ending, the game is done. Part of Phantom Liberty's main plot involves a situation which any of the base endings would resolve one way or another.
I should add that while you "can" there's not really a compelling reason to finish the main story before starting Phantom Liberty. It adds one possible ending fork that bypasses the main story ending but most of the other choices in PL lead you back to the main story. And there's a lot of really great loot in Dogtown with which to finish the third act of the main story.

You can technically do that but honestly do yourself a favour and just play Phantom Liberty before the point of no return. My motivation to keep playing was gone after the ending took place. The rolling credits are just a good place to stop after everything the game unloads on you.

Plus Phanom Liberty potentially adds another ending to your list of choices at the point of no return. Maybe not the most popular ending and bound to two major decisions you make while playing the DLC but it's there.

Question: i heard that youre forced to make a new Character for the DLC? Is this correct or was that a Troll Comment? If i would start the DLC, before doing the final Mission of the Main Game, i would be really pissed by such a requirement xD

I just finished the dlc, and you can play it without creating a new character !

Phantom Liberty contains a lot of new gear, new skill tree, and other things that are useful while also playing the 'old' game. Also some repeatable missions that you can get all over Night City (and not just the DLC district, Dogtown).

But in short, doing at least the intro missions for the DLC gives you access to Dogtown and all the features and gear it contains, so to me it would feel a bit of a waste to not get all these shiny new things early on :cybereye:

No you don't have to make a new character. If you choose a New Game, it gives you the option to just start with a character already ready to access the DLC content, so maybe that's what they were referring to? Regardless, all you NEED to do to unlock the DLC content, is get through the Voodoo Boy mission where you first talk to Alt, and then leave the VDB church. I forget what it's called, but you know the mission I'm talking about. The one where depending on if you side with Netwatch or the VDB's after the GIM, you either fight your way out of the icebath, or walk out with them as allies. Once you've done THAT, you will get a call from an NPC that will open up the DLC for you. Be warned though, once you start the DLC, you are kind of locked in to completing the opening sequence of it. While you CAN leave Dogtown if you so choose, there will be....consequences to doing so. Namely cutting out the DLC storyline entirely. So, make a save file before you actually roll up to the Dogtown border, just to be safe. After you've completed the opening story sequence for the DLC, then you are free to come and go from Dogtown as you see fit.

You can play it anytime but you shouldn't wait till the point of no return to start it. Start it asap because there are good guns and stuff that you don't want to wait till the end game to use. Its not an add on to the end of the game, its an integrated part of the game.

As I said, you can - once you've finished the main story (and ended the game), you can return to just before the 'point of no return' of the main story and go do other things. Like Phantom Liberty. Just because PL has mid-game content that might make that mid-game more interesting, doesn't mean that you *have* to play it during the mid-game. /shrug

Hmmm... then i maybe pick the DLC afterall.
In my current Game, im stalling myself at the moment, doing side stuff, before going into the Restaurant to meet the Arasaka Women. I know this is the point of no return.
Not much to do anymore XD NCPD Gigs finished, most side Quests finished, a good portion of iconics collected...
Looks like i have reached the best Point to steamroll Barghest XD

Yeah this is now your last chance (on that save file anyway) to do the DLC. I would recommend trying it earlier in the content if you can, like on another playthrough, as the stuff you get in the DLC, especially if you finish it, can be a lot of fun to play with in the base game.
