Are you using DLAA? That's basically DLSS with 1.0x scaling. If so, then try dlss tweaks and set the dlaa preset to use preset F -- it should be F, but this game uses D for some reason.
Any kind of temporal upscaling and anti aliasing can cause ghosting, but for me frame generation is the most noticeable. The game is practically unplayable to all the ghosting and artifacts, especially when you strafe around an object/character.
Depends on the monitor and framerate too, at 120 fps/Hz it's less noticeable than at 60, obviously.
