Same studio, but two very different games.
Cyberpunk has only received a few awards and some nominations while Witcher 3 has won over 200 awards (and estimated $287,025,984.48 in gross revenue).
According to IMDB of most awarded video games of all time, Witcher 3 ranked first place until the release of "The Last of Us: Part II" so now it's in second place.
Unless dark fantasy is not your forte, statistically speaking the probability you or anyone would like Witcher 3 are high, but not definitive.
I suggest you follow Notoshy's recommendation of watching the trailers and gameplay videos to see for yourself whether on not Witcher 3 is for you.
But the subject matter of the storytelling, the combat, obviously are completely different.
Basically, if you like the idea of a fantasy mediaeval world with the same level of focus on story over random gameplay events that cyberpunk has, you may well like it, especially if you liked that cyberpunk presents you with morally ambiguous story choices.
If you liked cyberpunk because you got to drive cars in the future, on the other hand, Witcher 3 will not be for you.
CP is TW3 with
-Guns instead of swords
-Cyberware instead of magic
-Cars instead of horses
and the whole thing in a futuristic urban seeting instead of fantasy.
So obviously the combat is complety different, with a focus on first person ranged instead of 3rd person melee

They're too different to compare, and beyond being the same developers behind it, are vastly different.
Contrary to what you might believe, we unfortunately can't read minds. If that is what you wanted to know, you should have asked for this information specifically. And to answer your question, yes Witcher 3 has a level up system, with a skill tree and a talent tree, plenty of equipment, inventory and stashes spread out through all Witcher 3 maps. Yes, multiple maps. Large ones. With 442 quests.
Be aware that Witcher 3 has a very slow start (I actually thought the start was both insufferably boring and far too dour / grim), and at the beginning suffers a bit from a sense of "what on earth am I meant to be doing here". But, if the start isn't to your tastes, it gets MASSIVELY better once you get to the main city and are free of the introductory quests. It's a very impressive game, especially with the expansions, which have a much better handle on emotional tone than the base game does (as well as a much better handle on pacing -- the base game plot just keeps going and going and, to my mind, outstays its welcome and in the end stops making sense).
Also note that it's well worth sticking with the tutorial until you're sure you understand the controls. If you don't, you will have a bit of a rough time at the beginning.
Witcher 3 is so boring.
