So youre stuck with either FSR, which looks horrible (especially on 1080p), or XESS, which looks a tad better, but is still far inferior to DLSS.
If you want my personal opinion, (Ive played this game with and without Path Tracing and upscaling features), Id rather turn off RT or PT and play CP on native resolution instead of combining it with FSR or XESS. Even if it has the best RT implementation of all time, the quality sacrifice just isnt worth it.
RT/PT native > RT/PT + DLSS quality > native without RT/PT > RT/PT + XESS ultra quality > RT/PT + FSR quality
And dont forget to enable Fluid Frames in Adrenalin. And if you decide to play without RT/PT, turn down Screen Space Reflections from Psycho to Ultra.
Even with fluid frames enabled im getting 30 fps benchmarks and sorry but i call this unplayable.....This is @ 1080p
When i first got this card a week ago i fired up Shadow of the tomb raider never ajusted any settings and was getting 290 fps benchmarks with everything cranked

No, you're not wrong. Your hardware is more than sufficient to run this game.
I've been messing with graphic settings, off and on, since I bought the game when it released. And it's been a serious pain to find a balance between looks vs. performance.
This may work for you too, so give it a try and see if it helps.
1. Select 'High' for preset.
2. Turn off upscaling, which of course includes frame gen.
3. Disable all RT.
4. And here's the important setting - Crank up Screen Space Reflections Quality as high as possible. I have mine set to Pyscho, although I don't think there's a big difference between that and Ultra.
5. At this point, run the in game benchmark and see what it's showing. If you're getting more FPS than expected, crank up some of the other settings if possible and run the benchmark again.
Screen Space Reflections Quality makes CP look about the same as enabling RT.
Just like you, I run a full AMD build so RT is taxing on our cards. My game looks great and I'm getting around 80 FPS @ 3440x1440. For me, that's plenty for a single player title.
Thanks for the reply but ya nothing 30 fps again ......I am pretty miffed at the game I did nothing to the settings right off the hop when i bought it and got a whopping 30 fps
As stated above i can get good frames but it looks like ♥♥♥♥
I am not crazy here or anything either my hours in games says it all I would not put hundreds and thousands of hours into games if my ♥♥♥♥ didnt work ......This was just a 110$ mistake at this point cause it wont run W/O upscaling it so it looks like minecraft
Do you have AMD Chill on and it's idling the frames? Does it do the same thing with v-sync on or off? Do you have the frames capped somewhere? maybe your Adrenalin app or something?
Did you not uninstall the Nvidia drivers/software properly? Using DDU is usually the best. (You can still do this even after it's gone).
Maybe you need to verify the files? Or a preference ini file needs to be redownloaded and it's not using the proper hardware... Reinstall the game, wipe the steam folder in common, find any Red Engine or Cyberpunk 2077 folders in AppData (Which is hidden) and try to delete them. Restart, and reinstall?
There's a few things. Really odd though, I get about 80-90 fps, with FG and FSR turnt to Native but i only got a 6700 XT/R9 9800X 32gb RAM
So with that setup you should be blowing the game out of the water. Very odd.
Chill is not on and there is no power saving going on in this house
As far as i know all the Nvidia stuff is gone every other game in my library seems ok so I dont think leftover Nvidia drivers is my issue like I said I can get 240 in Shadow of the tomb raider .....ill try verifying the files i guess lol
Files were all good too .....reinstalling will take some time and its not something ill do right now....Like I say tho I am not having issues with anything but CP2077
I reinstalled my driver latest version....So the kicker here is even on low settings im running the game @ 30 fps in benchmark so something is up .....But its just this game lol everything else I have played plays fine no issues .....So hopefully some AMD user who has seen this before comes to the rescue cause i refuse to play that blurry upscaled garbage lol

Just throwing out ideas, but did you check Windows Display settings and ensure your monitor is set to 240Hz?
I haven't used AMD Adrenaline in a while, but is there a refresh rate limiter setting? You could also try exporting your Adrenaline settings, reset everything to default and test CP again.
Yep its all set and i did a factory reset already too ......I was getting 200+ on shadow of the tomb raider on the benchmark.....I did a benchmark of Tiny tinas wonderland with all the settings cranked 155 fps. Another game i have FNA benchmarked over 200
I even took a game i know is not optimized KCD 1 and on settings that say not to use for future hardware and i was still getting around 90 fps
