Highwayman doesn't complete
Found the bike in the garage, but the quest in the journal never gets marked as finished.
It keeps written in yellow 'The Highwayman' with no objectives.

I tried loading before typing the code to get the bike, everytime I type the code the objective to find the bike disappears but quest continues on.

Anyone has any idea how can I complete the quest?

You found James and Josie? You confronted James and settled his hash?

you have to return to James and either kill him or shame him about Josie's death

Yes. You definitely have to deal with Jamie. He's sitting under a tree on a bench in Japantown. Depending on your responses, he will either attack you or be sorrowful for what he did.

Did you do any other quests while Highwayman was active? Maybe try going back to before you triggered the Highwayman quest (before entering the garage with the laptop you interact with).

The quest should actually finish, as soon as you enter the code, and open the garage door, since from that moment you can find the bike in your own garage inventory. But maybe you have to have dealt with James. I just completed this q, for the 4th time, and i got the bike, (So i could call it), before i sat on it and drove away. As a side note, it's practically same bike as Jackie's, and also another bike you can buy.

I did several quests before doing highwayman, I don't even have a save before finding the first garage =/

I know the quest should be finished that isn't the problem, the problem is that the quest isn't marked as finished it just stay forever open with no objectives.

The image shows that you are in a earlier state of the quest. You have not confronted james (2 times). You should find out what happened to josie, and then back to him and confront him. Seems like you just skipped all this, and went to the last garage with the working bike, and somehow were allowed to enter the corect code, and obviously the quest wont be finished then. Well it seems that is what you did. Bug the q.

Well James dead, killed him in a katana fight after finding Josie body.

Did everything in this order:
-Found the first garage
-Talked with James
-Found Josie body
-Killed James
-Found the Bike

You did everything right then, but the q line bugged out earlier. If you got the bike, i think you should just ignore the quest then.

Solved this issue by going back to the first bike location where it triggers johny talking,its how it was fixed for me,if you did that,its posible you may have missed some trigger somwhere along this questline,try following a guide and going back to every step
