GPU will never 100% if you're playing at low resolutions.
CPU will never 100%, period. Games simply do not load all the cores fully like benchmark tools or other programs do.
Posts like this really do add weight to the whole more money than sense remarks.
I do not mean that rudely ... i just mean that you are identifying an issue because across the internet you see such issue and because you are not necessarily computer au-fait ... you feel like your results are a BAD thing ... but in fact ... provided this post is not bait ... your specs and results are indicative of a very well made game.
The difference with you Chap is that you make no bones about the fact you are not in full of knowledge of the hardware you are using ... the irony is your concern comes from the complaints and posts of those who actually have no clue .... rest easy your game and rig are performing as intended :)

Now what does my gpu running at 53% imply? cpu is bottlenecking, Bandwidth issues of pci-e, bandwidth issues with gpu vram, system ram bandwidth, game engine limitation and so on.
For the Op it's been noted that currently there's an issue with RTX 5xxx and pci-e 5.0. Some suggest forcing pci-e 4.0 mode in bios. Currently some are dropping to 8 lanes instead of 16 and or dropping to pci-e 5.0 @ x16 1.1 mode when 3d rendering. It should be pci-e 5.0 @ x16 5.0 mode. I'm not sure if the pci-e 5.0 problem is a motherboard bios issue or gpu bios or gpu driver issue. I read some fixed the issue with motherboard bios updates feb 2025.
I'd suggest downloading then running gpuz. It has a render test and will change pci-e mode and tell you how many lanes it's using in real time. I'm running the game but at fullscreeen and i'm tabbed out so it says i'm running at x16 4.0 @ x16 1.1 mode when using mouse switches to @ x16 2.0 mode. Hit the ? right of that and it'll show a Render test. Hit that and no need for fullscreen. It should change to @ x16 5.0 mode if your mobo does pci-e 5.0 that is. Mine ofc says @ x16 4.0.
Depends on the game and your CPU and GPU
I just tested my system 9800X3D+4090. At the entrance of Megabuilding H10 where your apartment is, the game is heavily CPU bound. 1440P ultra no FG/DLSS I see ~110fps, 85% GPU usage and 40% CPU usage.
At 1080p ultra I get around 230fps with 60% GPU usage and 65% CPU usage.
Your usage seems to be OK, but your frame rate is terribly low.
