I haven't run into it often enough that I'd have searched for a mod or other fix.
(Frankly, it doesn't really bother me because it's no worse than what the sun is like in real life sometimes. Then again, sunglasses and visors don't function in the game.)
Oh, bummer. I play FPP only, but I guess when that happens I'll just put it in TPP. I found a mod that "fixes" it, but what it actually does it remove Eye Adaptation altogether and that's not cool because the Eye Adaptation in this game is amazing.

I forgot to take a screenshot of a scene where the sun light bled through the silhouette of a building. That was terrific. But this screenshot I link will suffice.

I don't know which is best for what you're looking for or if any of them work in 2.0, but that's what I found.
Unfortunately yes.

Those who use third-person or play only during the night will never come across this, but those who exclusively play first-person the entire game get blinded by this bug all the time, especially in the Badlands.
It seems that the game thinks you are going from a dark place to a lighter one which is why it becomes such a glare.
No idea what to fix it but it is happening to others :)
Exactly. CDPR could manually set the level of darkness this feature thinks it is inside the car so the contrast of outside light wouldn't be so huge. This value is really different from car to car. Gecko for instance is one of the cars that is affected the least in this matter.
Thanks for trying to help, but sadly these measures are so drastic that it removes the beauty of Eye Adaptation everywhere. The issue is mostly inside cars. Using those significantly impact the experience. The game ends up looking just like any other with it :/
its done to emulate real world scenarios of how your eyes adjust when you are in a dark room and its sunny outside because the outside looks much brighter than it actually is and vice versa when you are out in the sun looking into an unlit room will look very dark.
the key word is 'emulate'. its not perfect. its also not a bug. RT's GI probably extenuates the effect more than desired.
thats also why in this video you can see it working the way it is. when looking out the left window it goes away because the "darkness" (the interior of the car isnt visible on screen) as you turn to the right you get more dark from the interior of the car framing the bright so it starts to flare out.
getting in the Rayfield Aerondight shows this in contrast to the other cars that all flare out when looking forward too however in the Aerondight looking forward doesn't flare it out because the windshield is turns transparent and has nothing dark framing the view to contrast against the bright but then flares out when that "dark interior framing" comes in when you look to the right like all the other cars.
