You only need to enter a code to enable the cut content of male V and Judy romance. Guess the console where to put the code in is essentially a mod, but the content is all in game files already.

Look at it this way, your romance has only known you for maybe a month at the longest before you died or disappeared for two years. Panam has shown herself to be very unstable mentally, Judy welcomes you to visit her in Pittsburgh and catch up with her and continue on with your friend ship.

Rivers, regardless if you were there or not, his life would've gotten ♥♥♥♥♥♥ up from him leaking ncpd secrets. Kerry was on your but wants to hang out once he gets back to night city. Rogue welcomes you back to afterlife to catch up and be less isolated and Vic would of gotten bought out but despite only being V's doctor he values V's friendship and wants to hangout and get some beers.

My god, if I disappeared for two years, ♥♥♥♥ would go a lot worse for me than it did for my V.

Romance is DEPRESSING in this game.

I didn't want to have sex with Panam on a Tank. She gave me the option to stay with her people but I don't wanna live in the desert. I'm an ex corpo. I like Money. I'm a merc, a gun for hired. Doing all judy questline, as male, sucks. It's pointless and depressing. More than Edgerunners ending

All of the romance choices have a lot of ♥♥♥♥ going on with their own lives and for the most part that makes them pretty unstable, V included. None of them would last anyway. They're using each other for coping.

I like Judy. Can't have her.

The only option is PANAM. But she's not my type. (I'm agree, the relationship is bizarre!!!).

If CDPR is working on a sequel, there's a lot of room to improve. More romance partners and options. Activities. (FUN activities). Maybe have them as companion too.

It's intentional, no ending is satisfying enough, same goes for the romance. Personal opinion as a male V player that doesn't particularly love Panam, she is a great bro.
That's just how the game went, it's the creative staff decision.
