Quadra Type-66 "Hoon"
Is this level locked or something?
I got it for my main save which was maxed pre-V2 and a New Save/non PL save and the latter was over level 20.
This latest save is a test one done with the "Skip to Phantom Liberty" start. Got out of Dogtown asap when I could, did a few things and went to get it. It wasn't there. Came back at level 27 and it was.

You have to go meet Takemura after the heist before it shows up.

On this save, the quest to meet him at some lower area near water was a quest option. Went there and met that ahole "firiend" we met and then went to Northside soon after. It was there. Thanks.
