Fixer Call Bug - Dogtown Saints Quest

Anyone else getting a bug with the Dogtown Saints quest? After starting this quest, no fixers ever call me, unless I enter the basement. From there, I get however many backlogged calls I had from other gigs all at once, then a random fixer at the end will call (Forced to answer) and stay on the line without saying anything.

At this point I can't progress, do anything else since the call softlocks the game; preventing saves and you interacting with dialogue choices.
