- I went to the main Dogtown entrance in front of the Stadium, where there is a bunch of people trying to get in or waiting for something, or just hanging around. I killed everyone there, except the ones that had no guns and ran away when the shooting started. I heard that we should go there after receiving the call from Songbird, so I thought: maybe these guys should be alive for the scene where we meet Songbird, so if I kill everyone and leave the place, the call will be triggered when these guys are relived, which happens after I reach a certain distance away from that entrance. This doesn't make too much sense, but I was desperate, because I had tried so many things. But the next step is probably what caused the call to happen.
- I saved the game and forced Cyberpunk to close on the Xbox, so when I start it again it will not use the Quick Resume feature. After doing that, I loaded the game, and I saw myself in front of the main entrance of Dogtown with everyone still dead. So I left that place towards downtown, and after like 30 seconds, when I was relatively far away, it seems that those NPCs were relived, and I got Songbird's call.
The second action is probably the one the made the call happen. The first one may have been just a moment of despair, since I thought I had wasted money on some bugged junk. It's important to mention that I've also tried a lot of stuff before closing the game, like waiting for 7 days (sleeping a lot, of course), doing some NCPD missions, driving around at random, killing random bad guys around Dogtown... Maybe all that stuff combined + the game exit triggered the call, maybe not...
Nope. Did the same thing myself, restarted when 2.0 dropped before PL came out.
Got the call from songbird automatically after finishing the chat with Johnny after Transmission.
