Phantom liberty- how do you get past the border in a car?

I need to take a car across the bridge area but there's a border there that says, "No entry". How do I get past it?

When you are far enough into the dlc in dogtown, the game opens up the maingate, where you can drive through to the default map, and back as you like. You will be informed in the game, when that happens.

First time you leave the safe house after the prologue part Mr Hands will call you and give you a pass to enter and leave dog town as you please.
