Also i have enemies that are still alive and talking (even having an icon on the map) bespite i just beheaded them in slowmo, they even give loot.
Game is really bugged after the 2.0 update.
It could just be a location for a quest that you haven't triggered yet. I've encountered a few from exploring around. You'll eventually end up revisiting those places.
I came across a place like that the other day: it had no enemies around the first time I saw it, despite having cameras, and later in the game I had a quest that took place in that same place (and it had enemies then, naturally).
