Can I leave Dogtown without failing the PL questline?

I've finished it once and sided with Songbird.
I started a new play but jumped to starting Phantom Liberty. V has just left the hideout. Is this the point I can leave and do whatever for however long I want?
My first save was max level prior to V2 so 99% of drops were Tier 5 or higher. For this save, at level 20 it's mostly green and some random blues.
I'd like to take this V and go do base game things before coming back so the drops here will be better.
