And later, when Saul tells Panam to NOT go steal from MiliTech.... If you tell her 'nope, I'm out' and then go tell him what she is planning, he'll thank you and give you a vehicle too. And she'll be so pi$$ed with you that she never wants to talk to you again.
(It does lock you out of an ending tho. But if you can't stand Panam, I don't think that endings for you to begin with)

no.....you can stop doing the romance option but not much else.
That's a shame
Another fun thing to do is start the Flaming crotch man quest and don't help him. Make sure you save it first.
Also yes I'm 100% done with Panam, I did her romance first run and on the tower ending she just never talk to us ever again, and Mitch tell us to stop calling her at all. She just ghost us and left without ONE word even if we left her a message saying we were in a coma for two years, what a ♥♥♥♥♥. Also the game treat two years like it's a decade, it's kinda ridiculous lol
Yeah, that whole tower ending feels very forced. Complete dog crap of an excuse for an ending.
