Why is Songbird...
basically a cyborg? Why does she have so much chrome? Something to do with breaching the Black wall?

Exactly what you said in your post. It's the Blackwall. She is not only losing her humanity, but also her memories. The Blackwall is sacred, scary, and it could spell the end of the world in the Cyberpunk Universe, should it fail. It's an AI that is keeping other rogue AI's at bay. But that's precisely why it's just a band-aid solution.

Depending on what path you choose, you might see just how scary Blackwall is if you start using it on other people.

Her story is a bit confusing, she joined the President of the United States and then regretted it?

ah yes i was wondering when i was going to read a thread about this. despite the reasoning its pretty ridiculous that there is hardly any flesh left. it would be unfortunate for her to get hit by an EMP lol.

Actually she was force to join by reed, join or get flatline.

Dude, in the Cyberpunk world that I imagined (while I was playing tabletop growing up), there was cyberware but it wasn't quite so ubiquitous.

In this game man, it's like the whole world is populated by Island Boys who have turned themselves into cyborgs.

The black wall isnt the problem. Myers using Songbird as a weapon to abuse the black wall in favor of the NUSA is the problem. Without the black wall, the world as we know it in Cyberpunk 2077 would get destroyed. Rouge A.I.s would take over control. Can you imagine what this means in such a world connected by the cyberspace? Destroyed economy, conflicts all over the planet and probably people would die because their implants stop working.
