Report a translation problem
The game has two options to lock FPS, both via the vSync options and a Max-FPS limiter, so presumably one of the two is toggled on and set to 30. You can change this in the "Video" tab under settings.
In game settings: check VSync and check Framerate limiter
In Nvidia Control Panel in 3D Settings tab (either global or for this particular game): check if you have half-rate VSync forced in 3D settings or a Max Framerate limiter
Also I recommend you >don't< use the GeForce Experience "optimized settings" feature. Disable it by opening GeForce Experience -> click the gear icon in the upper right corner -> Games & Apps tab on the left -> UNCHECK "automatically optimize newly added games and applications".
This will prevent GeForce Experience from fiddling with your game settings, assuming that's what happened.
Here are the modified settings, and yet no changes or improvement in fps always 30 max... I nevertheless followed your advice. Some screenshots to show you, are these the right settings?

These look fine. Are you sure you don't have some third party app that limits framerates? MSI Afterburner/Rivatuner combo for example where Rivatuner has a frame limiter with both global and individual game profiles. Check for something like that.
I see that you have some overlay in the corner that I do not recognize, maybe whatever that is has a framerate limiter?
Also double check if your screen actually runs at your desired refresh rate although I assume you already have it at whatever is native refresh rate f or you.
I checked everything but no change... I really don't understand. So whatever other PC games I have no problem with FPS limitation. Nothing in the background or other active software... I don't know what to do here !
Also makes sure that any kind of optimisation options are turned off.
I doubt this is just a misconfiguration in the driver because other games goes way above 100 fps, sometimes even with ray tracing turned on (which i turned definitly off here in CP).
