Put this into perceptive. The GTX 16xx cards are turing based architecture. They're basically baby RTX cards without any of the actual benefits of RTX outside of maybe the latest nvenc libraries for streamers, etc. Basically just GTX cards with some RTX technology. They aren't exactly powerhouses by any means, even your older brother the 1660ti is fairly weak nowadays.
The reason the minimum specs listings were changed was because recommendations for games can change as they progress or as better hardware releases. Can you still run the game at 30fps on all low? Probably. Should you? Up to you, Would I? ♥♥♥♥ no lol
It was changed because nowadays RTX 20/30 series is very affordable for a lot of people. Specifically the 2080 Super is a very affordable option just as my RTX 3060TI is very affordable as well and either or can run the game without much issues at 1080p/1440p 60fps no problem.
If I were you as soon as you're able to, buy a better gpu if plausible (aka if you have a laptop, RIP)
Well said. It's a bit sad that people ignore the game becoming more complex and instead complain & see malice in developers' desire to improve the game and make it even more fun.
Also I will say to OP: if you find yourself unable to run the game as before, you can roll back to previous versions at any time. There's a few ways to stay on 1.63 forever if you like:

The game might run worse for you now, but as I said above, you can just elect to stay on 1.63 indefinitely. It is just a few easy steps away.
I highly recommend that you do that if you feel uncomfortable with the performance you are getting on 2.0, once it releases!

It's down to the target output resolution.
At 2560x1440 with heavy concessions in the internal resolution department, a 4060ti could manage 45-60fps experience with all bells and whistles engaged (Super Resolution & Frame Generation) with RT Overdrive. Won't look that good due to low internal resolution but it will be reasonably smooth and maybe even will look better than it does now with DLSS3.5 in the near future.
