Mods are the long answer, short answer, no.
Not impossible. Too difficult, and not because of level scaling but because there are multiple choices, different endings, three different paths, too many attributes and too many skills. They weren't sure how they were going to factor that all in. That and I believe they also mentioned the genders and the fact that the protagonist is a customizable character (appearance wise).
They were thinking too large when they could have found a more simpler solution, like offering players to choose a different path and then free up all the attribute points and skill points, to allow the player to pick different things. Wouldn't have been too difficult if they had been using Unreal Engine 5, instead of the Red engine. Which is the main reason why there won't be a NG+ or any new content.
