Rayfield Caliburn in City Center- Downtown Won't Spawn

I'm street cred 50 and level 47. I've driven, walked, skipped several days time, and fast traveled in/around Downtown in hopes to have Dino contact me about the Caliburn, but no luck. I'm trying to complete the 'Autojock' achievement and this is one of the last vehicles that I need to collect. I've collected the free Caliburn in the Badlands but I'm under the impression I still need to buy the Downtown Caliburn in order to complete the achievement. Any help would be appreciated.

You need to do more gigs in that district.

I finished all of the gigs in the area (5/5 from Dino Dinovic)

Hmmm..... Unfortunately, it's probably on a timer. The change that CDPR did to the vehicles vs gigs system didn't fare very well, imo of course. Before, you could just level up V's level and cred, and the vehicle would spawn on the map. Now, there's so many triggers that need to be fulfilled, that it's a bit of a toss-up as to if a vehicle will spawn.

Waiting is really the only thing that can be done at this point.

I think achievements are locked if the game is modded

They aren't. Unlocked the majority of mine with mods installed.
