In which event; turn the Steam overlay back on, then delete bindings.json located in Cyberpunk 2077\bin\x64\plugins\cyber_engine_tweaks & launch Cyberpunk 2077 to set a new keybind & reset it. See if it works again now.
Edit - If you're going to alt + tab; do yourself a favour & change the settings in-game to windowed fullscreen (instead of exclusive fullscreen), & just use a real browser like Firefox with an adblocker or scripts disabled. Steam browser is useless when it comes to getting spammed with pop-ups, ads & other malicious junk. I find it clogs up my cache & memory usuage so badly that it negatively impacts performance to the point that the browser/overlay will often freeze up or crash entirely.
