2. Are you using ANY mods? This includes CET (cyberpunk engine tweaks).
I installed CET (overwriting an older version) shortly before 1.62 came out and some random Animals in Pacifica started taking zero damage. I uninstalled CET cleanly and left the area before returning and the problem was gone.
I have not entered any command that changes anything about the bad guys.
The issue was global, or at least extended to hostile NPCs, Cops and civilians in Little China, Kabuki, Watson, NID, Japantown and Downtown (didn't test it anywhere else).

I do use some mods (model & texture replacer for the wrench & kukri, CET, redscrip, cybercmd (u know, the essentials), virtual car dealer, the R34 GTR (both version), BMW M3, grimlock's FiveSeven) and have all of those updated for 1.62. And the game worked just fine for a while.
But I came accross a another suggestion for fixing the issue from 2020, that I hadn't seen before creating the original post.
And that was to remove all clothing. Sounds kinda stupid but wouldn't you know, as soon as V was naked I could deal damage again. Put the clothes back on and it was back to zero damage.
That got me thinking what excactly changed about my clothes between the last time I definitly could cause damage and the first time I noticed the problem. The answer is that I found a "Bully" clothes mod in some random container and installed it on my pants.
Replacing that with an "Armadillo" fixed the issue.
There are a few made by Ti200 (enhanced clothing mods,legendary cyberware collection and legendary cyberware MODS collection) that are not currently updated for the latest CET and cause this exact problem You are describing and is known to the mod author in the sticky post on all these mods pages on nexus.
