Report a translation problem
Edit: You can get a high percantage with Johnny without completing the required scene or choosing the wrong conversation options in that scene, however you cannot get to that scene without getting a high percentage with Johnny so it's useless to tell you if you made the unlock requirement. It can at best tell you you haven't reached that scene yet. And that only if you didn't do something else that put you over the threshold that the scene will get you to.

Make sure you've chosen all the right responses at the oil fields with Johnny.
Also, I bet if console commands were involved would have to set all the convo flags maybe for Chippin In to correct ones? And not just doing getquest stuff. But I don't know.
(iirc, that number shoots up from a certain event where Johnny has a wild night out. It feels more like a Johnny's taking over V's brain progress bar. Would've been neat if, through a lot of resisting Johnny, that V could've recovered from the end and survived with V's own brain if that number remained low, but that's even more out-of-tune with Night City than Path of Glory.)
