there's a shard on one of the big corpse just before you encounter the Cyberpsycho , and you should loot every single corpse along the way to the Cyberpsycho on the pier walkway

If it's the one I'm thinking of, there's also a body in a van under the pier. There's about 3 different bodies to get the shards you need, it's a real pain in the ass.

Check the body of the leader of the pack. He has a shard which some people overlook. I just did this mission right now. All shards were there. Not hard to find. Use your Kiroshi optics to help you find all dead bodies for loot and shards. Check under the walkway too.

If you still can't find it, there's a small chance you actually already picked it up and it didn't register the prompt to read it. So you'll want to check your journal folder for the latest Cyberpsycho shards you picked up along the way and see if there's any left unread.
It might actually already be in there.

no its not bugged....................you just are not looking in the right places. Why is it the game's fault when people just mess up and need to put the blame on any wheres except on themselves ? Done several play thrus and not had issues with that mission.
Take your time and search all the bodies. Both on the pier and underneath it.
